[p4] Customized submit template?

When you type p4 submit, the form that actually comes up is a change form.
There is no submit form. You can use a form trigger to change the contents
of the change form though. Look up triggers in the administrator's guide.
There are three types of triggers. Skip down to form triggers.
One thing to be careful of: when submitting, p4 will reject its default
change form if it has not been altered by the user. But p4 won't know what
YOUR new default change form looks like, and won't be able to distinguish if
the user is trying to submit it unaltered. When you implement a new default
change form, you also should implement a new submit trigger that makes sure
your users can't submit your default change form unaltered.
