[p4] The story of the null delta.

I'm relatively new to p4 so apologies if this is completely wrong but  
isn't the SubmitOptions variable in a client specification the thing  
to use here? The following is copied from the comments at the the top  
of a new client spec:

#  SubmitOptions:
#                      submitunchanged/submitunchanged+reopen
#                      revertunchanged/revertunchanged+reopen
#                      leaveunchanged/leaveunchanged+reopen
