[p4] control viewing of changelist histories?

You are correct - they can see changelist descriptions but not the files
contained in the changelists.

This is a shortcoming of the Perforce security model (same goes for jobs),
but the tradeoff is performance as it reduces the amount of work the server
has to do. It is not *usually* a problem - I have seen companies set up
separate Perforce repositories for very secure stuff.
