[p4] Files disappearing from a changelist

I have 2 users that are experiencing very odd behavior with P4V.
They check out a file, make their edits, and have that single file in
its own changelist. However, when they go to submit that changelist the
Submit Changelist dialog box opens, but the bottom pane contains no
files. The "submit" button stays grayed out. And the changelist in the
spec pane now also shows no files in it. The strange thing is that the
file itself still has the icon indicating it is checked out.
I have tried several things:
Submit from a command line: fails with a "no files to submit" error.
When the Submit Changelist dialog box was open, I dragged the file and
dropped it into the Changelist in the spec pane. That made the file show
up in the dialog box and the Submit button was enabled. But when you
click the submit button, it comes back with that same "no files to
submit" error.
I was suspecting a permission problem, however these 2 users are just
part of a larger "dev" group, and nobody else is having this problem.
Has anyone ever seen this problem? And (hopefully) solved it?
