[p4] P4DTI and Bugzilla.

There are many installations using P4DTI with Perforce and Bugzilla.

This sounds to me like a problem with perfbrowse, which I'm
unqualified to help you with.  What happens if you just point your
browser at perfbrowse.cgi ?
