[p4] [P4] Job triggers

Hi,

P4 jobs is a good tool as tasks reporter, but not as task tracker,
because it has not a conditioned workflow ability.

I recommend to use P4 JOBS integrated to an external defect tracker
(Bugzilla using P4DTI, Mercury QualityCenter using P4DTG or JIRA using
Jira-P4 plug-in).

In such method, you are not required to develop anything, and get the
full workflow abilities of the external task tracker - with Perforce
interface and jobs <-> changelists connectivity.
