[p4] P4win and eclipse recently started prompting for login password

I had this same issue (regarless of using Eclipse) when upgrading the
server from 2003 to 2006.1. There is a new ticket-based
authentication feature that uses tickets as default (with a 12-hour
expiration). Users who have their password set in a file where the
P4CONFIG variable was pointing were getting prompted for their
password.
By doing a 'p4 logout' I was able to resolve this issue. It returns
to using the previous authentication method.
There may be a more elegant solution, but this did the trick for me.
