[p4] resolve issue

You won't mention what client you are using, but "pops up a dialog" indicated p4v or p4win.  I can tell you that we had some similar problem with a recent version of p4win (6.1 perhaps).  I now cannot recall the specific problem, but it was similar to what you are describing.
 
If you are indeed using p4win, I might suggest trying to do the resolve and submit through the command line or p4v.  I know that using the command line worked as that is what I did.  HTH.

Hello, 

I am using a branchspec to rebase a branch.   There are 5 files that 
show up in the list of files to be rebased.  All of them need to be 
resolved.  When I attempt to resolve the files, Perforce pops a dialog 
that says, "There are no files that need to be resolved."  When I 
attempt a submit I get a Perforce error indicating that the files need 
to be resolved.  The interchanges command shows that the 5 files have 
not been integrated to the target branch as well.  Anyone have any 
ideas?
