[p4] Mailing list question - posts seem to take longer thanexpected to show through list

I worked for a company in the UK that did this for a while in the late
1990s, but using paper. To send an email you typed it out in word,
printed it out and handed to one of the secretaries for them to retype
and send. Incoming emails were printed out and delivered by hand. I
can't remember what they did for attachments.
It didn't last for very long, they gave up on that idea and installed a
proper email server after a couple of months I think. Even then I think
all emails in or out were bcc'd to someone to be approved as they were
so paranoid that it was going to be abused.
I don't know what they're doing now, I left shortly after that.
