[p4] Diff for specific changeset?

That only seems to work for submitted changelists.  For a pending  
changelist, all I get is the following (i.e. it doesn't give me the  
actual diffs).  Also, most of the time what I want to see is the  
diffs for the default changelist, not one which has already been  
assigned a number.

         Re-enable tciqueue test and add tciqueue_pop_n test.
