[p4] Unicode clients require a unicode server

Type 'p4 set' and it will tell you what's set, its value, and how it got
set.
Remember that there are several ways variables can get set. Environment,
config, and command line are valid on all platforms. Windows adds the
registry as another option.
Also remember that setting it to nothing is not the same as unsetting it
in some contexts like environment variables.
