I would add "encouragement" to the education part!

In terms of traceability, if you turn on server logging e.g. with flag
"-vserver=3" (will require log rotation as log gets large), you at least
have an audit trail of what people did (i.e. which resolve option was used)
and can easily identify the guilty parties!
