[p4] How can I prevent a user from using "accept mine" during resolution

I think its surreal, they are willfully destroying other people's
work! Its a bit like software terrorism. I don't understand the
value of continuing to employ such people.
If I just randomly obliterated revisions from the depot, you can be
sure people would be upset, and I'd be out of a job.
While its not the same as obliteration, it is similar in effect and disruption.
