[p4] How can I prevent a user from using "accept mine" duringresolution

Alok,
p4 resolve -ay is a legitimate and useful command. Personally I am not
sure if it is a good idea to twist a good tool in attempt to
circumvent a questionable practice. Why not to talk to those guys and
educate them on importance of resolving gracefully? There shouldn't be
many of those.
