[p4] Unlocking clients on the command line

I had a weird thing happen the other day. I logged into Perforce using
P4V as a user other than the one I created my current workspace in. I
changed the "locked" checkbox from off to on while logged in as that
user. Perforce did not ask me for a password.

I then logged off, and logged back on as the same user but now P4V gives
me an error saying that workspace is locked and can only be used by the
user which created it (i.e. the owner).

I don't have the login password to the user that created the workspace
originally so I can't log in to unlock it as P4V wants me to.

My 2 questions are:

1) Why did P4V allow me to lock the workspace in the first place without
being logged in as the owning user and without a password and

2) How do I unlock the workspace now that it has been locked and I do
not have the owner's password?
