This is a "feature"! If you want it work differently, log your wish with
support.

Somewhat similar to the way that p4 protect would allow you to remove all
superusers from the protections table which could make life a little
interesting. The new server version requires at least one superuser line to
be always present which is good, but it's still possible to make a typo with
a user or group name and lock yourself out.
