[p4] A trigger change-submit deadlock

How about...

In the trigger 'error' output, tell them that they'll need to run:

        p4 change XXXXX

first.  Then:

        p4 submit -c XXXXX

It seems the simplest solution to me.  I'm sure that there's others.
