[p4] 2007.2 Problem (Changelist empty)

I've seen the empty changelist problem with an upgrade to the 2006.2 server.
Unfortunately, I haven't been able to reproduce it.
 
If I remember right, I notified support about it, but they weren't able to reproduce it either.
 
The workaround I've seen for it is to run "p4 client" and add a dummy line to the view in the client spec and save it.  The server pauses for a moment and then returns.  You can then delete the dummy entry and things seem to work again.  I've always had a hunch it had to do with the new submit options (submitunchanged) but could never prove it.
 
We've upgraded to 2007.2 and haven't seen the problem...but we've also changed the server environment as well.  We moved from RedHat Enterprise Linux 3 32-bit to Enterprise Linux 5 64-bit since 2.4 was sunsetted.  Of course, now Perforce has unsunsetted 2.4 (grrr). :)

I'm having the exact same problem (it appears) but with server version
6.2. Does anyone know if this definitely only affects 7.2 servers?
