[p4] Preventing checkout of entire depot

Geoff --

The best way to do this is not to map the entire depot into your 
workspaces. Only map one branch per workspace.

The ways to limit the number of files that can be processed at once 
would also limit the size of your syncs and many other features in 
probably overly limiting ways.
