[p4] Syncing to USB drive - then changing computers

I do something very similar to this.  I have a client workspace that is non-host specific.  The workspace points to a drive - J in this case - that I've assigned to my USB thumb drive.  I can synch down the workspace to the thumb drive.  If I take the thumb drive to another computer with Perforce installed, map the thumb drive to the same drive letter (J), I can then login to Perforce and synch again and only pick up the most recent changes.  

This approach also works well for editing.  I can edit the file on one computer, then go to another computer and submit it.  Great for when you shift between home and work machines.

I would like to sync files to a removable hard drive, then send that
hard drive to a remote user (since it would take days for them to sync
over the internet).  Is it possible for the remote user to login to
Perforce and have Perforce recognize the date of the files on the
removable hard drive and only sync files that have been updated between
the time the hard drive was synced on site and the time the user
received it?  

 

If this is possible, how do I go about doing it? (windows)
