[p4] Perforce file size limit

Just wondering because the last time I hit a limit it
wasn't due to p4d or the OS, it was just the perforce
user's ulimit setting. Changed that and everything
worked again.

I think I've seen this on a 64-bit system.  If there's a 32 bit
signed int in the source, it doesn't matter what system it
runs on.  (I have no idea what's in the p4d source.)
