[p4] How do YOU identify the code set for a release?

Unfortunately though the spec depot doesn't record what the label points to.
So you'll know it's been unlocked, but not what was changed.

Another option would be to use the spec depot -- so if developers do change
a locked label, it can be tracked and 'appropriate' action taken.
