[p4] How do you handle this situation

if this is all at one site, they should be willing to issue additional
licenses for the other servers that correspond to the users involved.
We had several servers, and we just got the same number of licenses
for each one (since that doesn't cost extra).  Our situation was
easier probably because everybody had to have a license on the main
server, so there was no real bookeeping needed for the other servers.
