Thanks to everyone who responded. It confirmed what I was
thinking and added some details.

I think I can present a proposal to the licensing handlers
that will simplify life as we know it around here.

I think a single, everyone on board, license with auditing
handled via a database or spreadsheet so I can report which
users were assigned to which cost centers over time may do
the trick (doesn't need to be too fine-grained). Then 
shifting people around, as far as licensing goes, is just
a matter of changing some data.

It'll take some political selling, but if I make a pretty
PowerPoint presentation...
