[p4] Is vista not supported?

The server has run for me on Vista. There may be some problems, however.
I have discovered that Vista has broken some of its POSIX compliance
with respect to process control. This may not affect Perforce because
they use threads on Windows.
Are you trying to run it as a service or a daemon? Try running it as a
daemon first. Turn on logging and check the logs. Make sure the server
starts that way.
