[p4] Tools question: path to search for executable?

Are you sure it's in the path in the environment in which the tool
is actually run? -Wm

I'm writing a custom tool that runs an app named 'foo'. foo is
executable and in the path; however, the tool reports "unable to run
foo" if I only specify the name 'foo' in the custom tool. If I list the
full path (/usr/local/scm/bin/foo), it does indeed run.

Is there a solution to this? I prefer NOT to list the absolute path, in
case the file is relocated.
