[p4] Automatically add P4 job number the submit message

I wrote a perl script to do just this not long ago. I just added it to
my directory in the Perforce Public Depot:

bs_to_description.pl

You basically hook this up to change-submit trigger, it reads in any
Jobs and schmoozes the checkin comment before submission.

I have a question related to the modification of the "submit message".
I'd like to be able to automatically add Perforce job(s) number(s) to
the text of the submit message if there are any jobs associated with the
submit operation.
