[p4] Same workspace for multiple user

It's not against the license policy if all the users have Perforce
licenses. Perforce doesn't license workspaces, just people.

That said, it's still a very iffy propostion for all the other
reasons.

Having a single workspace shared by multiple users would go against the
license policy of Perforce. 
I'm NOT saying that's what you intend, but it's one reason why you
wouldn't be able to do it.
