[p4] Same workspace for multiple user

Using the "Create from another workspace" option does not copy the root 
of the initial workspace.  It simply copy the view.  If there would be 
an option to copy the whole workspace, it would do it.

In my scenario, the root would be something like "C:\Program 
Files\Install_Directory"  So everybody we would want everybody to sync 
there file in the same directory so everybody has the same environment.
