I can imagine that would complicate the processing - and what
happens if you delete a user but not the client (sometimes
you want to pass the client to another user).

Perforce does track opened files that way, it seems. If 
three users use the same client, they each get their own 
default changelist, for example.

Yeah, I kind of jumped the gun on the first part. I was thinking about
how they did things in an unlicensed copy.
I know it's per-user. I guess I was thinking at the time that it would
be harder to enforce.

It's not against the license policy if all the users have Perforce
licenses. Perforce doesn't license workspaces, just people.

That said, it's still a very iffy propostion for all the other
reasons.
