[p4] Pop-up warning on P4V and P4Win

Given enough RAM, a "cat db.* >/dev/null" right before the checkpoint should speed things up. This is what we do.

We do a nightly checkpoint around 11pm. This locks the database for
about 30 minutes. Some users have logged in at that time and have
complained they cannot connect (even though we've said many times that
the server won't be available from 11-11:30). Is there a way to pop-up
a warning on P4W or P4V if someone connects during the backup time to
let them know Perforce is not available and to try again in 30 minutes?
