[p4] Remove only the delete permission

Thanks for your responses.  I'll have to use a trigger to stop mass
deletes from this branch.

Only one user should EVER be deleting files from this branch anyway and
that should be easy to code.

A trigger that detect changes that delete a large number of files.
Stopping all deletes is probably not a good idea.
