[p4] Add same file to multiple branches in one go

if you create one client that has all the branches in it, then you can
add or integrate the file to all the branches at once.

If the file is to be shared among all the branches, that is, common
code, then add it to one spot and add mappings to all the clients for
it.  Then it exists in one place but is used by all the branches.

There are a number of approaches, you know your situation best.
