[p4] Only allowing 1 person to edit file

The usual request is for that kind of behavior, but for what you
want, you'll either need to modify the protect table, naming that
file for special handling, or create a trigger tied to that file.

I've gotten a couple of suggestions to use the +l filetype. This won't
do what I need. That will allow only one person to check it out for
editing. But in order to prevent users from editing it, that file would
need to remain checked out all the time by the one person that can edit
it. If they forget, then anyone can edit it.
