[p4] Number of users to admins ratio

[Tetlow, Gordon]

Our site has just over 750 users across 17 perforce instances running
with 3 people (1 first tier, 60% time, 2 second tier, 20% time). We
don't do release engineering except in an advisory role. Our job is much
more administration only.
