[p4] Same file, different revisions?

Wondering if anyone else has seen this problem:
 
We have two users who see a different number of revisions of the same
file. For example:
 
User1 connects to Server1 using user1.workspace and does a Get Latest
revision
 -> P4V reports somefilename.txt at 3 of 3.
 
User2 connects to Server1 using user2.workspace and does a Get Latest
revision
 -> P4V reports somefilename.txt at 4 of 4.
 
Eventually user1 is able to see somefilename.txt at 4 of 4, but this is
disconcerting that it happens at all.
 
Any ideas why the same file on the same server is reporting a different
number of revisions depending on the user/workspace?
