[p4] Submit comments without line breaks

I am using 2008.1 and see line break some places while in others the
comment is displayed as one line.

In the history views:

In pop ups and in summary column, it is one line (breaks removed).

In full dialog windows and bottom preview, it is multiple lines (breaks
included).

I use P4V for all my commits and I always put line breaks in
reasonable places. It seems like all my comments turn into one line
after doing that. Do any of the rest of you notice this behavior?

Our users use a variety of clients -- some command line, some p4v, some
p4win. Every once in a while, we get a submit comment which doesn't
have any line breaks in it., which makes it very difficult to read from
a command-line tool. I'm guessing these come from one of the GUI
clients. Is there any way we can force all submit comments to get long
lines folded properly? Or at least some option that we can tell all our
GUI users to make sure they have set?
