[p4] Integrating deleted files

Yes, EXACTLY Stephen!  Everybody on the list, *please* let Perforce know 
you want this and get your vote added to the job.
It's ridiculous how many gyrations we have to go through in our process 
scripts to work around all the issues caused by poor integration and 
resolve behaviors with regards to deletes.
