[p4] Getting list of submitted descriptions based on date

Hello,
 
I would like to get a list of files that were submitted and their
descriptions.  The filenames don't matter to me really, just need the
descriptions.  For example, I would like to get all of the submitted
descriptions for the past x number of days.  Ideally I would like to
base this on paths as well...so get the descriptions of files submitted
in the past 1 day that are in the directory NewSubmissions or something
along those lines.  Is this possible?  Do I need to be looking at the
APIs in order to do this?
