[p4] P4 Python API for ntx64

Mainly because we don't currently have any machine that has VS2003 on it 
and I didn't want to spend the time installing it if it was available. :)

The readme explicitly says this won't work with VS2005 but does not 
explain why. Do you know if this is true?
