[p4] change-submit triggers on P4P possible?

Hello,

I'm wondering if it is possible to have "scripts" run on the perforce proxy which could allow/deny a submit based on the value of "p4 change" for the change being submitted.

I understand that this is possible via perforce change-submit Triggers which run on the perforce server. However, I'm wanting to know if something similar can be done on the perforce proxy instead of the server.
