[p4] change-submit triggers on P4P possible?

I don't think you'd see much of a performance hit from a simple
trigger like that. In fact, the server can detect one of the
paths for you before it even calls the trigger, the trigger
only has to check for the other path.

You are right, I specifically avoided the details, if only to keep my question focused :)

Here is the situation:
1. I have a client spec that spans multiple P4 paths, say //A/foo/.. and //B/bar/...
2. However, in the organization, we'd like to disallow submits that span //A/... and //B/...
3. We'd also not like to use a trigger for performance reasons
