[p4] Detecting workspace-synced-at behavior?

I'm seeing some weird behavior in 'p4 changes' output. Here's the gist
of it:

Consider the following changelist history:

Change 1: edit //depot/foo
Change 2: branch/integ to //depot/bar
Change 3: delete //depot/bar

Then I sync my workspace thus:

  p4 sync -f //depot/... at 3

Great, I'm synced at changelist 3.

Now I want to know what changelist perforce THINKS I'm synced at:

  p4 changes -m1 //depot/... at my-client-name

Perforce tells me:

  Change 1 on...

Change 1? Really? I was expecting Perforce to tell me I'm synced at
change 2, since change 3 is deletion-only. Has this behavior changed
recently? (We updated our Perforce server; maybe that affected this
behavior).

Any ideas?
