[p4] how to make labelsync label deleted files

So to store the changelist number is imperative  <_<  ... Currently we
make Get Latest Revision from main-dev branch, build and test and then labelsync
the snapshot in the builder client workspace. This labeled project version we
integrate to main-int branch. There has not been need to store changelist
numbers  :)  . But we will if there is no any other alternative to integrate
files deletion (other chages are happily integrated).
