Excluding the problematic files from the view is definitely better than
remapping them if you don't need them.

The % encoding you're thinking of is applied to the depot path, not the
local path, so it's sort of the opposite of what you'd want
here.   :)   E.g. if you have a local file called
"foo*bar" and you add it to the depot, it'll go into the depot as
"foo%2Abar", but we'll still attempt to store it as
"foo*bar" locally (which might well cause problems if not all your
client platforms can support that).
