[p4] Clone new client from old client

Ah, I forgot to check your server version -- the "reconcile" command
was added in 2012.1.

This KB article has instructions on how to do the equivalent of a "p4
reconcile" with older servers:

parts you're most concerned with will be "p4 diff -se" and
"p4 diff -sd", since those will tell you about modified and missing
files respectively.  "New" files are less likely to mess
things up.
