It would also be interesting to know if you happen to be in a commit->edge
architecture. When you submit into this environment, it shelves your files. And
depending on how old/new your p4d is, whether or not you are using global
shelves, how far away your commit server is... it could be transferring all
those files back to the edge a second time, etc. The number of pull threads
might also have something to do with it (too many can actually slow things down
quite a bit.)

Your commit will also essentially have pull/push threads for the journal and
library files, and it's possible to hammer it if all your other servers that
point to it have too many pull threads.
