[p4] p4 / p4v client just hangs on login

Run "p4 lockstat" and "p4 lockstat -C" to see if the
Perforce database is being used by another process, and if so clues will be seen
in "p4 monitor show -ael".  If "p4 lockstat" and
"p4 lockstat -C" have no tables locked, then the Perforce database is
not the slowdown; it is waiting for work.  If so, try p4 from the
command line on the same machine as the Perforce server to bypass the network.
